{"id":7975,"date":"2025-07-08T08:59:53","date_gmt":"2025-07-08T12:59:53","guid":{"rendered":"https:\/\/dahlman.online\/?p=7975"},"modified":"2025-07-08T08:59:56","modified_gmt":"2025-07-08T12:59:56","slug":"paranoia-strikes-deep-ohio-and-public-education","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2025\/07\/08\/paranoia-strikes-deep-ohio-and-public-education\/","title":{"rendered":"Paranoia Strikes Deep \u2013 Ohio and\u00a0\u00a0Public Education\u00a0"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Be Afraid<\/h3>\n\n\n\n<p class=\"\">Ask most Ohio public school teachers if they\u2019re worried about\u00a0\u00a0state support for public education, and you\u2019ll get a frightened nod. For those \u201cold veterans\u201d with twenty or more years in the classroom, you might get an even louder \u201cYES\u201d.\u00a0\u00a0And there are good reasons to think the State of Ohio (the General Assembly and the Governor) believe that public education ISN\u2019T the solution to teaching Ohio\u2019s children. They seem to be doing everything to help it fail.<\/p>\n\n\n\n<p class=\"\">It all starts with Ohio\u2019s State Constitution.\u00a0\u00a0Article VI, Section 2 states:<\/p>\n\n\n\n<p class=\"\">\u201cThe General Assembly shall make such provisions, by taxation, or otherwise, as with the income arising from the school trust fund,&nbsp;<strong>will secure a thorough and efficient system of common schools throughout the state; but no religious or other sect, or sects, shall every have any exclusive right to, or control of, any part of the school funds of this state\u201d (<\/strong>emphasis added).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Battle Lines<\/h3>\n\n\n\n<p class=\"\">Even in the legal language of the 1850\u2019s the meaning seems pretty clear.\u00a0\u00a0The General Assembly (the legislature)\u00a0<strong>WILL\u00a0<\/strong>do two things.\u00a0\u00a0First, set up a common (public) school system, or systems, throughout the state.\u00a0\u00a0And second, that system will not be based on a religion.\u00a0\u00a0Clearly while religious schools can exist, they cannot control any part of the public school funds.<\/p>\n\n\n\n<p class=\"\">There is a Constitutional mandate for public schools, and a Constitutional prohibition against using public funds for religious or \u201csects\u201d schools.&nbsp;&nbsp;It\u2019s just that simple.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Numbers<\/h3>\n\n\n\n<p class=\"\">But here in Ohio, it\u2019s not that simple at all.\u00a0\u00a0There are 609 individual school districts in Ohio.\u00a0\u00a0The five smallest districts in Ohio have under 200 students.\u00a0\u00a0But\u00a0\u00a0the largest school districts in the state are:<\/p>\n\n\n\n<p class=\"\">Student Pop.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0School District*<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">47000&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Columbus<\/li>\n\n\n\n<li class=\"\">34500&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Cincinnati<\/li>\n\n\n\n<li class=\"\">33200&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Cleveland&nbsp;<\/li>\n\n\n\n<li class=\"\">24100&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Olentangy&nbsp;&nbsp;(suburban Columbus \u2013 North)<\/li>\n\n\n\n<li class=\"\">22000&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;South-Western (suburban Columbus \u2013 Southwest)<\/li>\n\n\n\n<li class=\"\">21300&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Toledo<\/li>\n\n\n\n<li class=\"\">20000&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Akron<\/li>\n\n\n\n<li class=\"\">17400&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Lakota (suburban Cincinnati \u2013 North)<\/li>\n\n\n\n<li class=\"\">17000&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Dublin&nbsp;&nbsp;(suburban Columbus \u2013 Northwest)<\/li>\n\n\n\n<li class=\"\">16300&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Hilliard (suburban Columbus \u2013 West).<\/li>\n<\/ul>\n\n\n\n<p class=\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;*Source \u2013<a href=\"https:\/\/education.ohio.gov\/Topics\/Data\/Frequently-Requested-Data\/Enrollment-Data\">&nbsp;Ohio Department of Education<\/a><\/p>\n\n\n\n<p class=\"\">Maybe the issue for Republican state leaders is that five of the top ten school districts (and the three largest) are from primarily Democratic areas.\u00a0\u00a0And since the Legislature and Governor are committed to gerrymandering the state as Republican as possible, the students of those districts are dramatically unrepresented.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Black and White<\/h3>\n\n\n\n<p class=\"\">Or maybe the issue is about \u201curban\u201d versus \u201crural\u201d.\u00a0\u00a0The State Assembly is dominated by members from rural areas of the state.\u00a0\u00a0The Governor himself grew up in  a rural village.\u00a0\u00a0The problems of urban school districts are \u201calien\u201d to their \u201csmall town\u201d upbringing:\u00a0\u00a0they don\u2019t relate.<\/p>\n\n\n\n<p class=\"\">And this clash of backgrounds includes inherent racism.&nbsp;&nbsp;The urban districts, Columbus, Cincinnati, Cleveland, Toledo, Akron (and Dayton farther down the list) are 75% or more minority.&nbsp;&nbsp;Even the \u201csuburban\u201d school districts in the top ten are 35% to 50% minorities. (For comparison:&nbsp;&nbsp;I taught in the Southwest Licking School District, 64<sup>th<\/sup>&nbsp;largest with 4890 students, and 29% minorities, and went to high school in the Wyoming School District, 224<sup>th<\/sup>&nbsp;largest with 1880 students and 25% minority) (<a href=\"https:\/\/education.ohio.gov\/Topics\/Data\/Frequently-Requested-Data\/Enrollment-Data\">ODE<\/a>).<\/p>\n\n\n\n<p class=\"\">Most of the decision makers in the Assembly and the Governor\u2019s office went to schools that were overwhelmingly white.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Follow the Money<\/h3>\n\n\n\n<p class=\"\">88.6% of Ohio\u2019s school children go to public schools.\u00a0\u00a0Of the remaining kids, 8.8% go to private schools, and 2.7% are home-schooled (<a href=\"https:\/\/policymattersohio.org\/research\/state-of-ohio-schools-2023\/#:~:text=Ohio%20schools%20at%20a%20glance,having%20no%20private%20schools%20whatsoever.\">Policy Matters<\/a>).\u00a0\u00a0\u00a0The Ohio state government spends about $8 Billion a year on public schools.\u00a0\u00a0But the State is also spending over $1 Billion for private schools, including religious and \u201csect\u201d schools, as part of a \u201cvoucher\u201d program.\u00a0\u00a0That\u2019s over 10% of the state money that goes to education (<a href=\"https:\/\/signalcleveland.org\/school-funding-101-understanding-how-we-pay-for-ohios-public-education\/\">Signal<\/a>).\u00a0\u00a0And if that \u201csounds\u201d like a violation of the State Constitution, Article VI, Section 2:\u00a0\u00a0it is.\u00a0\u00a0A Franklin County Common Pleas Court Judge ruled that a couple of weeks ago\u00a0<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/06\/26\/public-school-advocates-claim-victory-as-ohio-judge-calls-private-voucher-program-unconstitutional\/\">(Ohio Capital Journal<\/a>).<\/p>\n\n\n\n<p class=\"\">That 10% could make a big difference to public schools. It\u2019s a billion dollars of all Ohio taxpayers money going to private, often religious, schools.\u00a0\u00a0But Common Pleas is the lowest court in the Ohio hierarchy, with the Appeals Court and the Supreme Court to go.\u00a0\u00a0The Supreme Court, now six Republicans (including the Governor\u2019s son) and one Democrat, may ignore the Constitutional language to further their political agenda.\u00a0\u00a0They\u2019ve done it before.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Wild Wild West<\/h3>\n\n\n\n<p class=\"\">Ohio has been called\u00a0\u00a0the \u201cWild, Wild West\u201d of nearly unregulated private schooling.\u00a0 There are 1355 private schools, and another 330 Charter schools in the state. \u00a0Those schools not only spend private money, now they are using state voucher money without supervision.\u00a0\u00a0The most egregious example was the online school, ECOT, which fraudulently took over $117 million in public school money.\u00a0\u00a0It was closed in 2018.  But, the owner of ECOT, William Lager, made large political contributions to legislative leaders.  He was never charged with any crimes.<\/p>\n\n\n\n<p class=\"\">ECOT is gone, (and Lager retired to his out-of-state mansion) but the financial bonanza for private schools continues here.\u00a0\u00a0And state leaders continue to benefit financially  from them.\u00a0\u00a0Even the public school teacher retirement system is \u201cfair game\u201d.\u00a0<\/p>\n\n\n\n<p class=\"\">\u00a0Elected reformers wanted to change the almost $20 billion in pension investments (out of a total of $96 Billion) going into \u201cprivate equity\u201d firms to more transparent public investments. But, the State Assembly in a \u201cmidnight addition\u201d last month, completely changed the System\u2019s governance board.\u00a0\u00a0The elected seven to four reform member majority, will soon be seven reformers to eight appointees of the state government, and ultimately eight to only three elected representatives of those who paid into the system.\u00a0\u00a0\u00a0The private equity firms are big political contributors too (<em><a href=\"https:\/\/dahlman.online\/index.php\/2025\/06\/26\/the-fix-is-in-2\/\">The Fix Is In<\/a>).<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rolling Back<\/h3>\n\n\n\n<p class=\"\">The State Assembly has more &#8220;fish to fry&#8221; for the public schools.  While the state provides a significant amount of public school budgets, most funding comes from local property and income taxes.   Republican leaders want to change those as well.  In the last state budget, provisions to cut back on the &#8220;inside millage&#8221;, the non-voted taxes schools could depend on, were enacted.  In addition, the Assembly wants schools to stop &#8220;saving money&#8221; for future years, ordering money in excess of 30% of the district&#8217;s budget returned to the taxpayers.<\/p>\n\n\n\n<p class=\"\">Even Governor DeWine thought that was too much.  He vetoed those provisions from the budget.  But the Ohio Assembly is so gerrymandered, that it is technically &#8220;veto proof&#8221;.  The Republicans have enough votes to override DeWine&#8217;s objections, and are seriously considering doing so.  That&#8217;s just another &#8220;hit&#8221;against public education.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What\u2019s Going Down<\/h3>\n\n\n\n<p class=\"\">And all of this doesn\u2019t include the innumerable legislative mandates placed on public education in the past two decades.\u00a0\u00a0State mandated testing  superseded grades as the prime determinate for graduation, and now is a critical part of teacher evaluation as well.\u00a0\u00a0\u00a0Do teachers \u201cteach to the test\u201d?\u00a0\u00a0They sure do, because their jobs depend on it.\u00a0\u00a0Is that \u201cgood education\u201d?\u00a0\u00a0Of course not, but it is an artificial measure that schools with lower economic students are likely to fail.\u00a0\u00a0And since they don\u2019t \u201cpass the tests\u201d; well that\u2019s a great reason to stop spending money on them, according to the Assembly. Send it to the private schools.<\/p>\n\n\n\n<p class=\"\">And what\u2019s really happening in the private schools?\u00a0\u00a0They can teach what they want, whatever religious regulations they believe, because, after all, they\u2019re private.\u00a0\u00a0And since many of those schools align with the Christian conservatism of the legislative and executive leadership of the state; that works out fine for everyone.  <\/p>\n\n\n\n<p class=\"\">Except, of course, for most taxpayers,  public schools, public school students, and public school teachers.\u00a0\u00a0They\u2019re left \u201cholding the bag\u201d as money and power flow to the influential few who control the purse.\u00a0\u00a0Public school teachers aren\u2019t \u201cparanoid\u201d, they aren\u2019t \u201cmaking it up\u201d.\u00a0\u00a0\u00a0Ohio is a state that finances private  education.\u00a0 Ohio spend taxpayers money, mine and yours, to further religion.  \u00a0It\u2019s leaving public education, and educators, behind.\u00a0\u00a0And the folks in the State House want it that way.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Be Afraid Ask most Ohio public school teachers if they\u2019re worried about\u00a0\u00a0state support for public education, and you\u2019ll get a frightened nod.
