{"id":7969,"date":"2025-07-03T10:20:00","date_gmt":"2025-07-03T14:20:00","guid":{"rendered":"https:\/\/dahlman.online\/?p=7969"},"modified":"2025-07-03T10:20:02","modified_gmt":"2025-07-03T14:20:02","slug":"my-medicare","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2025\/07\/03\/my-medicare\/","title":{"rendered":"My Medicare"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Tea Party<\/h3>\n\n\n\n<p class=\"\">2010 was the year of the \u201cTea Party\u201d Revolution.\u00a0\u00a0Barack Obama was in his second year of his Presidency, and the Nation was well on the way to recovery from the Stock Market Crash of 2008. (<em>Isn\u2019t it funny, Obama gets the country going the right direction, and the Tea Party shows up.\u00a0\u00a0Biden gets the country through the economy of Trump\u2019s Covid debacle, and, two years later, Trump wins again)<\/em>. <\/p>\n\n\n\n<p class=\"\">The Affordable Care Act was finally passed at the end of 2009, and while almost forty million Americans gained access to health care, it was highly controversial.\u00a0\u00a0The Republican Party convinced many Americans that it was a \u201cfree ride\u201d for too many who didn\u2019t deserve it, and that it would escalate the \u201caverage\u201d guy\u2019s insurance costs.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">True or not, many Americans turned to the \u201cTea Party\u201d, a Koch Brothers funded \u201cgrass roots\u201d movement. \u00a0Tea Party members were dedicated to cutting the deficit and debt of the United States.\u00a0\u00a0And when they voted in November, Republicans gained control of the Congress.\u00a0<\/p>\n\n\n\n<p class=\"\">One of the outcomes of that political change was the \u201cPay as You Go\u201d Act of 2010.\u00a0\u00a0It required that if the debt of the United States grew too big, too fast; automatic cuts in spending called \u201csequestrations\u201d would go into effect.\u00a0\u00a0\u00a0It\u2019s a simple concept:\u00a0\u00a0if the debt grows too much, then some of the \u201cbig ticket\u201d items get cut.\u00a0\u00a0One of those on the cut-list is Medicare.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Government Health<\/h3>\n\n\n\n<p class=\"\">Just to be clear, there are several government health assistance programs.\u00a0\u00a0Medicare is the best known, a law passed in the mid-1960\u2019s.\u00a0\u00a0It required most Americans to pay into FICA (Federal Insurance) as part of their payroll taxes.\u00a0\u00a0After ten years of paying, they become eligible for health insurance at sixty-five years of age.\u00a0\u00a0Insuring the elderly is the most expensive type of insurance, so now the government assures most of those sixty-five and older that they will be insured.<\/p>\n\n\n\n<p class=\"\">Medicaid is a different program.\u00a0\u00a0It recognizes that there are Americans that cannot afford insurance, either through their own conditions, or inability to work, or other defined reasons.\u00a0\u00a0These folks are granted government aid for health care.\u00a0\u00a0One of the biggest groups on Medicaid is children of parents who are impoverished.\u00a0\u00a0The idea is that just because the parents can\u2019t afford insurance, the kids should still get health care.<\/p>\n\n\n\n<p class=\"\">The Affordable Care Act was a bridge between regular private health insurance, usually through an employer, and Medicaid.\u00a0\u00a0Those who earn too much to qualify for Medicaid, but are unable to get regular employee insurance, could get reduced cost insurance on the \u201cmarket\u201d created by the ACA.\u00a0\u00a0While it was controversial in 2009, it\u2019s withstood the \u201ctest of time\u201d and most of its provisions are assumed to be fundamental today.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Big Beautiful Bill<\/h3>\n\n\n\n<p class=\"\">So what\u2019s all this about?\u00a0\u00a0The \u201cBig Beautiful Bill\u201d, seems doomed to passage this morning at the House of Representatives is poised to take a final vote.\u00a0\u00a0It does a lot to health care.\u00a0\u00a0The \u201dBBB\u201d directly cuts almost a trillion dollars from Medicaid.\u00a0\u00a0Why are they cutting such a fundamental health program?\u00a0\u00a0Since the \u201cBBB\u201d contains huge tax cuts for the wealthy, there\u2019s less money coming into the Government.\u00a0\u00a0To make up for the loss of income, there needs to be some commensurate cut in spending.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">And since the \u201cBBB\u201d has huge increases in spending for Trump\u2019s attack on undocumented Americans, as well as the Defense Department, something else has to go.\u00a0\u00a0Medicaid is the program that\u2019s taking the biggest hit.<\/p>\n\n\n\n<p class=\"\">But nowhere in the \u201cBBB\u201d is there a provision for cutting Medicare.&nbsp;&nbsp;So why are Democrats claiming that it will?<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pay As You Go<\/h3>\n\n\n\n<p class=\"\">The Congressional Budget Office is the non-partisan \u201cscore-keeper\u201d for Congressional legislation.\u00a0\u00a0Their analysts determine the financial plusses and minuses, and project the impact of any legislation on the US deficit (spending over income per year) and US Debt (the total amount the US has spent over income).\u00a0\u00a0And the CBO is clear.\u00a0\u00a0The \u201cBBB\u201d will increase the US Debt by $3.5 Trillion in the next ten years (<a href=\"https:\/\/www.cbo.gov\/publication\/61537\">CBO<\/a>).<\/p>\n\n\n\n<p class=\"\">Past Congresses are so sure that the CBO is \u201cfair\u201d, that they based the \u201cPay as You Go\u201d Act on the CBO\u2019s scoring.\u00a0\u00a0Whether the Republicans in Congress or the President like it (and they don\u2019t) the passage of the \u201cBBB\u201d will trigger the \u201cPay as You Go\u201d Act sequestration.\u00a0\u00a0And what will be sequestered?\u00a0\u00a0$500,000,000,000 (that\u2019s $500 Billion)\u00a0\u00a0over the next ten years that is currently going to Medicare.\u00a0\u00a0That\u2019s more than is actually in the total Trust Fund right now.<\/p>\n\n\n\n<p class=\"\">The Medicare fund was already in trouble.\u00a0\u00a0The amount that the \u201cBaby Boomers\u201d paid in over their forty-some years of work-life, isn\u2019t enough to cover the current costs of health care.\u00a0\u00a0And the current \u201ccontributors\u201d aren\u2019t enough to make it up, plus save for their own future care.\u00a0\u00a0In addition, the Congress has felt comfortable borrowing from the Medicare Trust Fund (and other funds, 20% of the US Debt is from US held funds \u2013\u00a0<a href=\"https:\/\/www.pgpf.org\/article\/the-federal-government-has-borrowed-trillions-but-who-owns-all-that-debt\/\">Peterson<\/a>).<\/p>\n\n\n\n<p class=\"\">Congress can always change \u201cits\u201d mind.\u00a0\u00a0They might add money to Medicare (or pay back what was borrowed).\u00a0\u00a0Or, they might re-write the \u201cPay As You Go\u201d Act.\u00a0\u00a0But those are might\u2019s and maybe\u2019s.\u00a0\u00a0What is \u201cfact\u201d today:\u00a0\u00a0The \u201cBBB\u201d will cut Medicare \u2013 perhaps all of it.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">If you sixty-five or older, better start filling that \u201cpenny jar\u201d!!<\/p>\n\n\n\n<p class=\"\">You\u2019ll need
