{"id":7965,"date":"2025-07-01T09:52:25","date_gmt":"2025-07-01T13:52:25","guid":{"rendered":"https:\/\/dahlman.online\/?p=7965"},"modified":"2025-07-01T09:52:27","modified_gmt":"2025-07-01T13:52:27","slug":"the-republican-plan","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2025\/07\/01\/the-republican-plan\/","title":{"rendered":"The Republican Plan"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Ohio Voters Get the Shaft<\/h3>\n\n\n\n<p class=\"\">The Ohio House and Senate sent their budget to Governor DeWine last week.\u00a0\u00a0There was one, clear, over-arching theme in their work product:\u00a0\u00a0make the rich, richer, and do it on the backs of working Ohioans.\u00a0\u00a0\u00a0It\u2019s exactly why that same body completely ignored two popularly elected Ohio Constitutional amendments against gerrymandering.\u00a0\u00a0They want unlimited power, unfettered control, and to make sure their \u201creal\u201d constituents benefit.\u00a0\u00a0And this week, they sure used it.<\/p>\n\n\n\n<p class=\"\">Governor DeWine, unlike President Trump, has one more power over legislation.\u00a0\u00a0The President has a single choice when he gets legislation, he can allow it all to become law, or reject it all with a veto.\u00a0\u00a0But DeWine, and several other Governors, can issue a \u201cline item\u201d veto.\u00a0\u00a0\u00a0Portions of a bill can be rejected without rejecting the entire project.\u00a0\u00a0Those vetoes are subject to override (just like the President).\u00a0\u00a0In fact, it\u2019s easier to do in the Buckeye State. It only takes three-fifths of the legislature (both the House and the Senate) to override the Governor\u2019s line items.\u00a0\u00a0For the President the Congress needs two-thirds vote of each House.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Veto or Not<\/h3>\n\n\n\n<p class=\"\">Gerrymandering guarantees that the Ohio Senate has twenty-four Republicans and nine Democrats.\u00a0\u00a0Three-fifths means twenty votes, so it\u2019s easy for the majority party to override DeWine\u2019s objections.\u00a0\u00a0The Ohio House is even more lopsided, with sixty-five Republicans and thirty-four Democrats.\u00a0\u00a0It takes sixty votes for an override.\u00a0\u00a0So while DeWine vetoed some of the most egregious budget items, particularly ones that will have drastic impacts on public school finances, the fight isn\u2019t over.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">DeWine accepted parts of the budget that will make sure that, here in Ohio, \u201cthe Heart of it All\u201d, the rich will get richer.\u00a0\u00a0The biggest is the \u201cflat tax\u201d, requiring every Ohio taxpayer to pay the same percentage of their income in tax.\u00a0\u00a0While that may sound \u201cfair\u201d, in reality it shifts the tax burden from the wealthy (now paying a higher rate in a \u201cprogressive\u201d tax) to those with less income.\u00a0\u00a0And since that means less money to the state, the legislature has cut money for health care, education, and other items that \u201cregular\u201d citizens depend on.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">Oh, except for the $600 million for the Browns new stadium.\u00a0\u00a0Ohio has the money for that, and even exempted the Browns from the \u201cArt Modell Law\u201d which kept them from leaving the city of Cleveland.\u00a0\u00a0\u00a0So a new \u201cdome\u201d will go out by the Cleveland airport, and the renaissance of downtown Cleveland will take a huge hit.\u00a0\u00a0But I\u2019m sure the legislators will find it easier to find parking in Brook Park.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Liars Figure<\/h3>\n\n\n\n<p class=\"\">And if this effort to make sure the \u201crich get richer\u201d sounds familiar:\u00a0\u00a0check out what\u2019s going on in Washington, DC right now.\u00a0\u00a0President Trump\u2019s so-called \u201cBig Beautiful Bill\u201d is currently dragging through the US Senate.\u00a0\u00a0Ultimately there will be a very narrow vote for or against it.  (Though if you\u2019re betting, bet that it will pass).\u00a0\u00a0It\u2019s the biggest income \u201credistribution\u201d legislation in US history.   It moves more money to the wealthy, and leaves regular Americans \u201cholding the bag\u201d.\u00a0\u00a0Sure, everyone\u2019s income tax might be reduced a little bit.  But the rising cost of health care, and the ultimate cost of huge increases in   government deficits, will wipe out the lower and middle class reductions almost immediately.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">Of course, the folks in the White House say that&#8217;s \u201ca lie\u201d (<a href=\"https:\/\/www.whitehouse.gov\/articles\/2025\/06\/myth-vs-fact-the-one-big-beautiful-bill\/\">White House<\/a>).\u00a0\u00a0The Congressional Budget Office (<a href=\"https:\/\/www.axios.com\/2025\/06\/29\/senate-big-beautiful-bill-deficits-debt\">CBO)<\/a>, as unbiased a group as the government has, reports that the Bill as proposed in the Senate will raise the US debt by over $3.3 Trillion in the next ten years.\u00a0\u00a0The White House argues that the CBO isn\u2019t \u201cfiguring\u201d it right.\u00a0\u00a0Here\u2019s the deal (as in, \u201cfigures lie and liars figure\u201d).<\/p>\n\n\n\n<p class=\"\">The CBO uses a simple process: they look at the taxes that the \u201cBig Beautiful Bill\u201d\u00a0<strong>doesn\u2019t\u00a0<\/strong>bring in, and the spending that the bill\u00a0<strong>doesn\u2019t<\/strong>\u00a0cut, and come up with their debt figure.\u00a0\u00a0It\u2019s called a \u201cstatic estimate\u201d.\u00a0\u00a0\u00a0The White House uses a different process.\u00a0\u00a0They estimate how much the money that <strong>doesn\u2019t<\/strong> come in as taxes will stimulate the economy.\u00a0\u00a0\u00a0That stimulation will create \u201cnew tax money\u201d , according to them,  and offset the tax cuts to reduce the debt.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Trickling Down<\/h3>\n\n\n\n<p class=\"\">For those of us who were around, it sounds a lot like the Ronald Reagan, \u201ctrickle down economics&#8221;.\u00a0\u00a0Let the rich keep their money and they\u2019ll spend it, so that everyone has more money.\u00a0\u00a0Of course, that didn\u2019t work out in the 1980\u2019s.\u00a0\u00a0Anyway, the White House calls it a \u201cdynamic estimate\u201d,\u00a0\u00a0and tries to ignore the CBO.<\/p>\n\n\n\n<p class=\"\">So the rich get richer, both from Washington, and from the Buckeye State. Meanwhile programs that feed hungry children, provide health care for the poor, keep rural hospitals open, support public education, and a whole raft of other programs get cut.\u00a0\u00a0Something had to go, or the future debt would be so high that no one, not even the US House, could swallow it.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">But the Browns get their stadium.\u00a0\u00a0And President Trump gets $1.2 billion to rebuild his \u201cgift Air Force One\u201d from Qatar, a plane he\u2019ll never get to use as President.\u00a0\u00a0\u00a0Wouldn\u2019t want\u00a0\u00a0either of them to \u201csuffer\u201d.\u00a0\u00a0\u00a0\u00a0As for the rest of us, President Bush said it best:<\/p>\n\n\n\n<p class=\"\"><em>&#8220;There&#8217;s an old saying in Tennessee &#8211; I know it&#8217;s in Texas, probably in Tennessee &#8211; that says, fool me once, shame on &#8211; shame on you.
