{"id":7812,"date":"2025-04-14T09:18:26","date_gmt":"2025-04-14T13:18:26","guid":{"rendered":"https:\/\/dahlman.online\/?p=7812"},"modified":"2025-04-14T09:18:29","modified_gmt":"2025-04-14T13:18:29","slug":"educations-wild-wild-west","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2025\/04\/14\/educations-wild-wild-west\/","title":{"rendered":"Education&#8217;s Wild Wild West"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Facts and Figures<\/h3>\n\n\n\n<p class=\"\">The State of Ohio has an annual budget of $98 Billion.\u00a0\u00a0Need to put that into perspective?\u00a0 \u00a0The US Government budget is close to $7 Trillion, so Ohio\u2019s budget is about 1\u00bd percent the size.\u00a0\u00a0\u00a0And out of the Ohio total budget, $13.42 Billion is spent on education, about 14%.\u00a0\u00a0That\u2019s important:\u00a0\u00a0Education is one of the things that the state has primary control over in the \u201cgovernment\u201d world.\u00a0\u00a0In contrast, the Federal Department of Education only spends $97 Billion a year (not including student loans) for the entire country, and Ohio only gets a small part of that, about $2.3 Billion.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">Also in Ohio, local school districts more than share the cost of education with the state.  They individually raise about $13.6 Billion in local taxes.\u00a0\u00a0 So to wrap it up, the average K-12 School Districts in Ohio get about 46% of their annual budget from local taxes, another 46% from the State, and about 8% from the Federal government.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Belt Tightening<\/h3>\n\n\n\n<p class=\"\">Every school district in Ohio, from the top economic areas like Upper Arlington, Wyoming, or Beachwood; to the lowest in Vinton or Morgan Counties or Portsmouth:  all run on tight budgets.\u00a0\u00a0They spend their money to pay for teachers, and buildings, and buses, and all of the things we hope schools can do for our kids.\u00a0\u00a0 There\u2019s always trade-offs:\u00a0\u00a0new equipment or worn out stuff, hire more teachers or over-crowded classrooms; sponsor athletics, make parents pay huge costs or cut them all together.<\/p>\n\n\n\n<p class=\"\">In every, single, district, losing 2% of their funding means a lot more than just \u201cbelt tightening\u201d.\u00a0\u00a0It means some kind of sacrifice, something \u201clost\u201d to the education program.\u00a0\u00a0\u00a0The more affluent districts might be able to \u201cabsorb\u201d better than the poorer ones, but it impacts every district in some way.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Constitution<\/h3>\n\n\n\n<p class=\"\">Ohio Constitution &#8211; Article VI, Section 2<\/p>\n\n\n\n<p class=\"\"><em>The General Assembly shall make such provisions, by taxation, or otherwise, as, with the income arising from the school trust fund, will secure a thorough and efficient system of common schools throughout the state; but no religious or other sect, or sects, shall ever have any exclusive right to, or control of, any part of the school funds of this state.<\/em><\/p>\n\n\n\n<p class=\"\">The plain meaning of this phrase of Ohio\u2019s Constitution is clear:\u00a0\u00a0\u201c\u2026No religious or other sect shall have any exclusive right to, or control over, any part of the school funds\u2026\u201d.\u00a0\u00a0But we know that \u201cplain meaning\u201d is lost on our \u201cRadical Republican\u201d state legislature.\u00a0\u00a0Four percent of the state school funds are, in fact, in control of private religious and other \u201csects\u201d.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">While that doesn\u2019t seem like so much, in fact it equates to a two percent cut to every public school district in the state; two percent of \u201cschool funds\u201d NOT given to \u201c\u2026secure a thorough and efficient system of common schools\u201d.\u00a0And it\u2019s worse, not only is four percent of state funds, $475 million, going to finance private education for individual students.  That number is growing, as the overall state financial support for public education is shrinking.\u00a0\u00a0In 2025, it\u2019s likely to be more than $1 Billion, even as the Legislature looks to cut other education funding.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Backpack Funding<\/h3>\n\n\n\n<p class=\"\">It&#8217;s called \u201cvouchers\u201d, or \u201cbackpack funding\u201d.\u00a0\u00a0Instead of following the state constitution and \u201csecuring a thorough and efficient system of common schools\u201d, the state of Ohio is abrogating its responsibility.\u00a0\u00a0All a parent has to do today is apply, and a voucher is symbolically placed in their child\u2019s backpack, to use at any private school in the state.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"\">It\u2019s a very seductive argument:\u00a0\u00a0\u201cParents pay for schools, so parents should be able to use their tax money for their own child\u2019s education\u201d.\u00a0\u00a0That\u2019s even if that education is in a private school, a religious school, or a school with an ideological agenda.\u00a0\u00a0Even if that school meets the clear language of the Constitution, a \u201creligious or other sect\u201d.\u00a0\u00a0And even if the parent is financially well able to afford to pay themselves for private school.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Religious Education<\/h3>\n\n\n\n<p class=\"\">What\u2019s the problem with that?&nbsp;&nbsp;First, the state has a legal obligation to the public (the \u201ccommon\u201d) schools.&nbsp;Funding in education is difficult at best, using a growing part of that funding to pay for private schools is syphoning money away from the public schools.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"\">Second, many of those school vouchers are used by religious schools, placing them in direct violation of state constitution.\u00a0 \u00a0In fact, the greatest use of the Ohio school voucher program is by the schools run by the Roman Catholic Church.\u00a0\u00a0They even made it a point to direct their parents to the school voucher system.<\/p>\n\n\n\n<p class=\"\">I don\u2019t have a problem with parents choosing to send their kids to private or religious schools.\u00a0\u00a0\u201cSchool choice\u201d has always been allowed in Ohio, and there\u2019s no reason to change it.\u00a0 \u00a0But \u201cwe the people\u201d of the state of Ohio shouldn\u2019t be obligated to pay for their choice.\u00a0\u00a0If parents make that choice, then they are also making the choice to pay for it.\u00a0\u00a0The State of Ohio does not have a legal obligation to help.\u00a0\u00a0In fact, the real legal obligation of the state is clear:\u00a0\u00a0a thorough and efficient system of common schools.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Ohio \u2013 the Wild, Wild, West<\/h3>\n\n\n\n<p class=\"\">Ohio is described as the \u201cWild West of universal vouchers\u201d (<a href=\"https:\/\/ohiocapitaljournal.com\/2024\/08\/29\/how-project-2025s-education-policies-mirror-ohio-bills-and-universal-private-school-vouchers\/\">Ohio Capital Journal<\/a>).\u00a0\u00a0 It is the \u201cleading edge\u201d of public funding of private education in the nation.\u00a0\u00a0And before vouchers, Ohio was the \u201cleading edge\u201d of private and online schooling, so leading that the largest digital school in the state, ECOT, bilked the state government of $117 million (<a href=\"https:\/\/ohiocapitaljournal.com\/2022\/07\/07\/ecot-owes-ohio-117-million-what-are-we-going-to-do-about-it\/\">Ohio Capital Journal<\/a>).\u00a0\u00a0But private and religious schools regrouped from that debacle, and found legislators to continue their funding.<\/p>\n\n\n\n<p class=\"\">And what\u2019s that about?\u00a0 \u00a0It\u2019s about money; financial support to the radical politicians who make up the majority of the Ohio Legislature.\u00a0\u00a0And, beyond that, those legislators are committed to an education that reflects their own personal values, regardless of their legal mandate to public education.\u00a0\u00a0They even banned \u201ccontroversial\u201d issues from discussions in Ohio\u2019s public colleges (<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/04\/14\/high-school-students-reconsidering-applying-to-ohio-universities-due-to-new-higher-education-law\/\">Ohio Capital Journal<\/a>).\u00a0<\/p>\n\n\n\n<p class=\"\">So what happens to our public schools? \u00a0\u00a0As the state puts more and more money into private education, the increased burden of public education falls to the local communities.\u00a0\u00a0The regular folks all over Ohio pay more in local taxes for their public schools, and then have to pay for other people\u2019s kids to go to private schools.\u00a0\u00a0And the legislators continue to get more money from\u00a0\u00a0their private education supporters.\u00a0<\/p>\n\n\n\n<p class=\"\">That\u2019s unconstitutional by any plain reading
