Words<\/h3>\n\n\n\n

Words are important, to communicate ideas, and to persuade others.\u00a0\u00a0 The same word can have multiple pronunciations.\u00a0\u00a0Is milk pronounced \u201cmill-ka\u201d or \u201cmel-ka\u201d? Me, I\u2019m a \u201cmel-ka\u201d guy.\u00a0\u00a0Or do you say \u201cToe-mah-toe\u201d or \u201ctoe-may-toe\u201d.\u00a0\u00a0\u00a0And there\u2019s words with multiple meanings.\u00a0\u00a0\u00a0\u201cCool\u201d means temperature if you\u2019re talking about weather, or soup.\u00a0\u00a0Cool means it\u2019s good, or fun, or you like it, if you\u2019re talking about new shoes or a car or the latest movie.\u00a0\u00a0<\/p>\n\n\n\n

To trend back to the subject at hand; there are also words with similar meanings.\u00a0 \u00a0We talk a lot about Democracy, the idea that the \u201cpeople\u201d are the ultimate authority in a country.\u00a0\u00a0And then there are the hair-splitters, who will quickly point out that the United States isn\u2019t a true Democracy, but a Republic, where representatives are chosen by a democratic voting process.\u00a0\u00a0And there\u2019s the compromisers who say that the United States is a Democratic Republic.\u00a0\u00a0That way everyone is \u201cright\u201d.\u00a0\u00a0It\u2019s the dreaded \u201cparticipation trophy\u201d of political science.<\/p>\n\n\n\n

Studying Mice<\/h3>\n\n\n\n

And there are words that have specific meanings, like waste and fraud.\u00a0 \u00a0Waste, at least in government, means that money is being spent for frivolous purposes.\u00a0\u00a0We\u2019d all agree that it\u2019s a waste if a school principal spends $50,000 in furniture for his office.\u00a0\u00a0It\u2019s waste, but it\u2019s probably not fraud.\u00a0\u00a0<\/p>\n\n\n\n

We can also \u201cagree to disagree\u201d on some forms of waste.\u00a0 \u00a0The current White House complains that the Biden Administration spent :\u00a0$455,000<\/a>\u00a0on \u201cA Mouse Model to Test the Effects of Gender-affirming Hormone Therapy on HIV Vaccine-induced Immune Responses\u201d.\u00a0\u00a0The Trump people claim they were trying to make \u201ctransgendered mice\u201d.\u00a0\u00a0\u00a0That\u2019s sounds pretty wasteful.<\/p>\n\n\n\n

But click the link on the dollars.  Here\u2019s what the actual study would do:<\/p>\n\n\n\n

\u201cThere is a considerable gap in knowledge, however, surrounding the immunological responsiveness of transgender people, a population at considerably higher risk for HIV and other STIs. To address this gap, we propose to develop an animal model of feminizing hormone therapy to study the effects of estrogen\/anti-testosterone therapy on HIV vaccine-induced immune responses.\u201d<\/em><\/p>\n\n\n\n

Policy Priority<\/h3>\n\n\n\n

Do transgendered people in transition respond to HIV vaccines the same way cisgendered people do?\u00a0 \u00a0How can that be studied without putting the transgendered folks at risk?\u00a0\u00a0\u00a0Immune responses of mice are similar to that of humans, so they are a safe \u201cmodel\u201d to test how those vaccines might work on real, live, humans.\u00a0\u00a0\u00a0To fit the \u201cmodel\u201d , those mice have to model transition.\u00a0\u00a0<\/p>\n\n\n\n

Now, you might make a \u201cpolicy decision\u201d that studies helping the transgendered are WRONG based on the belief we shouldn\u2019t help the transgendered.\u00a0 \u00a0That\u2019s similar to the decision that the Reagan Administration made to ignore AIDS for a long time, because they thought it was a \u201cgay disease\u201d.\u00a0\u00a0But to argue that the study is a \u201cwaste\u201d is disingenuous.\u00a0\u00a0They weren\u2019t studying how to make mice transgendered, that was neither the goal nor the outcome.\u00a0\u00a0In more common terms, the Trump Administration lied to you.<\/p>\n\n\n\n

FRAUD!!!<\/h3>\n\n\n\n

And the DOGE boys are telling America that they have discovered \u201cFRAUD\u201d in their exhaustive computer invasion of Federal agencies.\u00a0\u00a0Fraud is a very specific term.\u00a0 \u00a0It means that money allocated for a specific purpose is being spent on something else, often to the benefit of undeserving individuals.\u00a0\u00a0It\u2019s FRAUD if the high school principal gets $50,000 for his office furniture, then\u00a0\u00a0spends $15,000 on a desk and chair and pockets the rest.\u00a0\u00a0<\/p>\n\n\n\n

Certainly if someone is dead and still collecting Social Security there must be fraud somewhere.\u00a0\u00a0 And DOGE found exactly that, they thought.\u00a0\u00a0Folks who looked like they were still eligible to collect Social Security, born in 1875.\u00a0\u00a0They thought, that meant there are 150 year-old folks getting benefits, a very, very unlikely scenario (the oldest documented human was\u00a0Jeanne Calment<\/a>, who lived to 122).\u00a0\u00a0So, whoever is getting that benefit is committing fraud.<\/p>\n\n\n\n

Unless, of course, it\u2019s not true.  <\/p>\n\n\n\n

Place Holder<\/h3>\n\n\n\n

So when I go to Kroger\u2019s and buy my favorite bottle of wine (Meomi, Pinot Noir presently), a\u00a0high school kid<\/a> running the check-out register asks for my identification.\u00a0\u00a0 The fact that my hair has gone white, and I\u2019m clearly over the legal age of 21 doesn\u2019t matter \u2013 the kid needs to see the ID.\u00a0\u00a0So I give it to him.\u00a0\u00a0He glances at it, then taps in a date on his register:\u00a0\u00a01\/1\/2004.\u00a0\u00a0That\u2019s the minimum birth date that is of \u201clegal age\u201d in the state of Ohio.\u00a0\u00a0Is he committing fraud?\u00a0\u00a0If I don\u2019t correct him, am I?\u00a0\u00a0On 1\/1\/2004 I was not only over twenty-one, I was rapidly approaching fifty.<\/p>\n\n\n\n

1\/1\/2004 is just the \u201cplace-holder\u201d for reaching the minimum age.\u00a0\u00a0For every “legal alcohol” sold, a date is attached to show that ID was checked. It works.\u00a0\u00a0<\/p>\n\n\n\n

1\/1\/1875 is the Social Security place-holder for dead.\u00a0\u00a0No one with my grandfather\u2019s birthdate is getting Social Security. Though here\u2019s an interesting trivia item: the last US Civil War pension was paid out by the Veterans Administration until 2020.\u00a0 \u00a0Irene Triplett<\/a>\u00a0was born in 1930.\u00a0\u00a0Her father, Moses, was a Civil War veteran, and died eight years after her birth.\u00a0\u00a0Irene was mentally disabled, and retained her father\u2019s benefits until her death.<\/p>\n\n\n\n

Ignorance<\/h3>\n\n\n\n

No fraud, no \u201cfat cats\u201d living on the pensions of long dead ancestors.\u00a0\u00a0In fact, Social Security has a “fail-safe” mechanism, that stops payment to anyone at 115, just in case a death is missed. 1\/1\/1875 is just a placeholder like the 1\/1\/2004 typed into the Kroger cash register to signify legal age, this, a marker to note legal death.\u00a0\u00a0 That is, accept for Irene, who received a $73.13 a month Civil War pension until her death in 2020.\u00a0\u00a0She was 90 years old.<\/p>\n\n\n\n

The \u201cfraud\u201d here is the one committed out of intent or ignorance by the DOGE boys.\u00a0\u00a0They aren\u2019t necessarily stealing anything.\u00a0 \u00a0But they are telling Americans that waste and fraud exist when it\u2019s a matter of policy priorities and, well, nineteen year-olds not understanding what a placeholder is in the \u201cancient\u201d computer language of Cobol.<\/p>\n\n\n\n

They\u2019re the same age as the checkout kid at Kroger\u2019s.\u00a0 \u00a0And here\u2019s another word that should be applied to the DOGE boys and their boss:\u00a0\u00a0hubris.<\/p>\n\n\n\n
