{"id":6733,"date":"2023-10-19T09:04:45","date_gmt":"2023-10-19T13:04:45","guid":{"rendered":"https:\/\/dahlman.online\/?p=6733"},"modified":"2023-10-19T14:45:54","modified_gmt":"2023-10-19T18:45:54","slug":"hold-your-breath-2","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2023\/10\/19\/hold-your-breath-2\/","title":{"rendered":"Hold Your Breath"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><em>Social Security<\/em><\/h3>\n\n\n\n<p class=\"\"><em>It\u2019s Wednesday afternoon, and I\u2019m writing this essay as I sit \u201con hold\u201d for the Social Security Administration.\u00a0\u00a0I am a retired Ohio school teacher, and started teaching in the late 1970\u2019s.\u00a0\u00a0We didn\u2019t pay into Social Security.\u00a0\u00a0So I\u2019m not qualified for those benefits, even after 35 \u00bd years of gainful employment.\u00a0\u00a0My retirement was supposed to be \u201call taken care of\u201d by the State Teacher\u2019s Retirement System &#8211; but that\u2019s definitely a different story (<a href=\"https:\/\/dahlman.online\/index.php\/2021\/08\/26\/whats-the-deal\/\">What\u2019s the Deal<\/a>, <a href=\"https:\/\/dahlman.online\/index.php\/2022\/04\/06\/the-ohio-way\/\">The Ohio Way<\/a>).\u00a0\u00a0<\/em><\/p>\n\n\n\n<p class=\"\"><em>No, I\u2019m waiting on Social Security (22 minutes and counting) so I can see if I\u2019m eligible for free Medicare Part A.&nbsp;&nbsp;It\u2019s another long story, that I won\u2019t go into right now.&nbsp;&nbsp;But I do want to talk to the good people at Social Security, even if I have to wait listening to Muzak (is that still a thing?) for the next 22 minutes or even longer.&nbsp;&nbsp;That\u2019s because there might be some kind of enrollment window I have to meet, and I\u2019m not sure that those \u201cgood folks\u201d will be working come the middle of November.&nbsp;&nbsp;While Social Security (and Medicare) benefits would continue if there was a government shutdown, I\u2019m quite certain that the enrollment offices won\u2019t be open.&nbsp;&nbsp;And if you miss a Medicare enrollment window, it costs a percentage for the rest of your life.<\/em><\/p>\n\n\n\n<p class=\"\"><em>So the Muzak goes on \u2013 sometimes louder, like they\u2019re going to pick up and sometimes quieter, like they\u2019re lulling you to sleep. They might pick-up and hang-up before you can respond.&nbsp;<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Choosing the Speaker<\/h3>\n\n\n\n<p class=\"\">So why am I worried about a government shutdown?&nbsp;&nbsp;There is no Speaker of the House of Representatives, and hasn\u2019t been for the past two weeks.&nbsp;&nbsp;Therefore, that branch of our government is unable to do any work.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"\"><em>The recording just reminded me that I\u2019m one of fifty million receiving benefits, so they might be busy<\/em>!<\/p>\n\n\n\n<p class=\"\">Ohio\u2019s Jim Jordan just failed on his second attempt to win the Speaker\u2019s gavel.&nbsp;&nbsp;He was a couple votes to the worse from Tuesday, and while he\u2019s got a \u201cfull court\u201d pressure campaign going on his fellow Republican Congressmen, I don\u2019t think he\u2019s going to change more of their votes.&nbsp;&nbsp;There\u2019s a great line from&nbsp;<em>1776, the Musical,<\/em>&nbsp;about John Adams; \u201c\u2026He\u2019s obnoxious and disliked, you know that\u2019s true\u201d.&nbsp;&nbsp;And so is the Congressman from St. Paris, a little village here in Ohio somewhere between Urbana and Piqua in Champaign County.&nbsp;&nbsp;He brings all the finesse of the NCAA wrestling champion he was, pinning through any opponent to reach his goal.&nbsp;&nbsp;That works on the mat, not so much in the give and take world of politics.<\/p>\n\n\n\n<p class=\"\">Those Republicans who\u2019ve been \u201cpinned\u201d have little respect for the man from St Paris.&nbsp;&nbsp;So I expect, regardless of how much Sean Hannity or even Donald Trump has to say; Jordan will never gain the 217 votes he needs to be the Speaker.&nbsp;&nbsp;&nbsp;What he can do is continue to drag out a process that will inevitably fail.&nbsp;&nbsp;He\u2019s going to try again on Thursday.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Dogs and Cats<\/h3>\n\n\n\n<p class=\"\">So what\u2019s next?&nbsp;&nbsp;After the Jordan \u201crun\u201d is over, Thursday, Friday, or whenever he gives up; the Republican majority will go back into their conference and try to reach some other consensus.&nbsp;&nbsp;I\u2019m sure every one of the Members now believes they have a shot at the position, though that\u2019s an unlikely scenario.&nbsp;&nbsp;&nbsp;If they couldn\u2019t coalesce around Steve Scalise, or keep Kevin McCarthy, and the right can\u2019t have their \u201cfever dream\u201d of Jordan, what else can the Party, and the Nation, do?&nbsp;<\/p>\n\n\n\n<p class=\"\"><em>&nbsp;Just crossed forty minutes on hold.&nbsp;&nbsp;They keep apologizing, but never answer!!<\/em><\/p>\n\n\n\n<p class=\"\">The next move will require something \u201ccompletely different\u201d.&nbsp;&nbsp;The Republicans, at least some of them, will have to cooperate with the Democrats, probably most of them.&nbsp;&nbsp;No Republican is going to vote for Democratic Leader Hakeem Jefferies, just as no Democrat would vote for Jordan.&nbsp;&nbsp;But as Hippocrates supposedly said; \u201cDesperate times calls for desperate measures\u201d.&nbsp;&nbsp;We are reaching the point where the House of Representatives is so desperate that Democrats and Republicans may need to work \u2013 shudder to say \u2013 with each other.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Give and Take<\/h3>\n\n\n\n<p class=\"\">There is a compromise position available.&nbsp;&nbsp;Republican Congressman Patrick McHenry, a smartly bow-tied sub-leader of the Republican majority, is currently acting as Speaker Pro Tempore.&nbsp;&nbsp;His only power is to open and close the House sessions:&nbsp;&nbsp;he can\u2019t bring a bill to the floor for a vote, conduct a vote on the bill, or declare a vote conclusive.&nbsp;&nbsp;He\u2019s a place-holder until the majority party (Republicans) can vote in a new, real, Speaker.&nbsp;&nbsp;But that hasn\u2019t happened.<\/p>\n\n\n\n<p class=\"\">What would Republicans \u201cgive\u201d to allow the Speaker Pro Tempore to have more power?&nbsp;&nbsp;They would have to give something, because it would require some Democrats to agree to McHenry\u2019s&nbsp;&nbsp;enhancements.&nbsp;&nbsp;And not all Republicans, surely not the 217 needed to pass anything in the House, agree that a \u201cdeal\u201d should be made.&nbsp;&nbsp;It would take at least five Republicans, and every single Democrat, to pass the \u201cdeal\u201d.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Deal<\/h3>\n\n\n\n<p class=\"\">And what would Democrats want?&nbsp;&nbsp;Three things for sure:&nbsp;&nbsp;funding for Israel (everyone agrees), funding for Ukraine (the vast majority agrees, though not the Republican hard-right), and a longer extension of the budget deal to keep the government open.&nbsp;&nbsp;That third issue is the \u201csticking point\u201d.&nbsp;&nbsp;Most Republicans want deep cuts to social programs in the budget process (and more money to the Southern Border), even though the Senate won\u2019t agree and the President won\u2019t sign off.&nbsp;&nbsp;So those few, proud, Republicans who joined the Democrats in this deal would be politically at risk.&nbsp;&nbsp;They could, and probably would, be \u201cprimaried\u201d by a more hard-right opponent in the spring.&nbsp;&nbsp;They might lose their seats.<\/p>\n\n\n\n<p class=\"\">And some Democrats might put their seats at risk as well.&nbsp;&nbsp;It\u2019s not hard to see a hard-left opponent using cooperation with Republicans as a cudgel in the primary.&nbsp;&nbsp;It would require courage on both sides to go ahead with a \u201cdeal\u201d.&nbsp;<\/p>\n\n\n\n<p class=\"\">&nbsp;<em>I finally talked to a very nice lady at forty-seven minutes.&nbsp;&nbsp;There was another twelve minutes on hold as she investigated my situation and then, she told me I need to set up a phone appointment.  I thought this was a phone appointment.&nbsp;&nbsp;After five more minutes \u2013she sweetly&nbsp;&nbsp;told me there are no phone appointments available.&nbsp;&nbsp;I\u2019ll get a letter in the mail, scheduling a meeting, phone or in person, sometime&nbsp;in the next seven to ten days.&nbsp;&nbsp;Meanwhile I have a \u201cwindow\u201d of two more months to enroll without penalty.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hold Your Breath<\/h3>\n\n\n\n<p class=\"\">Come this weekend, the American people are totally dependent on some members of the House of Representatives to take political risks.&nbsp;&nbsp;We are asking them for&nbsp;<strong>courage<\/strong>&nbsp;in governing.&nbsp;&nbsp;They need to put the good of the Nation ahead of their own political careers.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"\">Could it happen?&nbsp;&nbsp;The eternal optimist in me says yes, that at least some of the members of Congress came to govern, to get something done, not just to hold the title.&nbsp;&nbsp;On the other hand, we\u2019ve been waiting for a \u201cProfile in Courage\u201d for a while, and it hasn\u2019t appeared yet, especially in the Republican Conference.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"\">So don\u2019t hold your breath.<\/p>\n\n\n\n<p class=\"\"><em>I\u2019m not holding my breath about the letter either.
