School House Rock<\/h3>\n\n\n\n

Who would have \u201cthunk-it”!\u00a0\u00a0Democrats in the United States Congress actually got something done.\u00a0\u00a0Friday night, after enough sausage-making to satisfy even the \u201cOscar Meyer Weiner\u201d company, the bipartisan-infrastructure bill was passed.\u00a0\u00a0For those who need the\u00a0School House Rock<\/a>\u00a0<\/em>play-by-play: the trillion dollar bill was already passed in the Senate.\u00a0The House approved the identical Senate bill \u2013 so it\u2019s done.\u00a0\u00a0The bill now goes to the desk of the President of the United States, where he has ten days to sign it, veto it, or let it become law without his signature.<\/p>\n\n\n\n

No worries there either.\u00a0\u00a0President Biden is more than excited to get this bill signed.\u00a0\u00a0He wants America on improved roads, rebuilt bridges, expanded ports, fixed railroads,\u00a0faster internet,\u00a0and driving electric cars.\u00a0\u00a0It will get America moving even faster, and it will employ millions of Americans in \u201cgood-paying\u201d jobs.\u00a0\u00a0And it will also inject money all across the country, putting more dollars into local economies for concrete and guardrails, Big Macs and Tacos for construction workers and \u2013 especially here in Ohio, ORANGE BARRELS!!!<\/p>\n\n\n\n

For those who need \u201cgranular detail\u201d, Ohio doesn\u2019t actually \u201cown\u201d many orange barrels \u2013 the state\u00a0\u00a0leases them, by the barrel and by the day.\u00a0\u00a0When last I checked, the rate was a $1\/barrel\/day. Drive any interstate highway – \u00a0someone is making some good cash in \u201cbarrel leasing\u201d! <\/em><\/p>\n\n\n\n

So expect that the bridges will get fixed, even here in Licking County, where forty-three bridges out of four hundred and thirty are categorized as being in \u201cpoor\u201d shape (Bridgereport<\/a> – look up your county).<\/p>\n\n\n\n

Leap of Faith <\/h3>\n\n\n\n

The passage of this bill was a leap of faith for Democratic House Progressives.\u00a0\u00a0Speaker Pelosi needed almost every Democratic vote, with only thirteen Republicans voting in favor.\u00a0\u00a0And six Democrats voted against it \u2013 the \u201cSquad\u201d plus one. They weren\u2019t against the bill \u2013 but they don\u2019t have the faith\u00a0\u00a0of the other Progressives.\u00a0\u00a0<\/p>\n\n\n\n

And what did they have to have faith in?\u00a0\u00a0Progressives linked the passage of this bill with the eventual passage of the even bigger \u201cBuild Back Better\u201d bill in the near future.\u00a0\u00a0The language for Build Back Better is complete, but moderate Dems want to see the \u201cscoring\u201d for the bill.\u00a0Scoring is when the Congressional Budget Office goes through the entire bill and determine what it will cost, and what revenues it will raise.\u00a0\u00a0CBO then generates a \u201cbottom line\u201d cost – a number that Congressmen can work with.<\/em><\/p>\n\n\n\n

Moderate Dems wouldn\u2019t vote the Build Back Better bill through without the scoring, though they did approve a procedural measure to move the bill along.\u00a0\u00a0And they gave written assurances to the Progressives that they would vote for Build Back Better once it is scored.\u00a0\u00a0So Progressives gave up their leverage and voted for this infra-structure bill. They trust that the moderates of the House, and ultimately in the Senate will keep their word.\u00a0\u00a0And that\u2019s what \u201cmaking sausage\u201d is all about.<\/p>\n\n\n\n

Tweaked Sausage<\/h3>\n\n\n\n

The \u201cBuild Back Better\u201d bill is going to be \u201ctweaked\u201d in the Senate.\u00a0\u00a0And whatever the Democrats in the Senate determine is in \u201ctheir\u201d version of the bill, that’s what they\u2019ll pass by a 51-50 vote (Vice President Harris casting the tie-breaker). \u00a0\u00a0Then the House and Senate will put together a conference committee, to determine a bill that both chambers can pass.\u00a0\u00a0Then it will go back for final passage, without amendment, to both Houses.\u00a0 It’s back to School House Rock. <\/p>\n\n\n\n

So there\u2019s a long legislative journey ahead for \u201cBuild Back Better\u201d. And assuredly the Progressives and the Moderates will tangle once again as the \u201csausage gets made\u201d. What can also be assured though, is that Republicans will have no part in this. Whatever gets done, will be done by Democrats. Governing and progressing, isn\u2019t what Republicans do these days. They are too busy whining about non-existent issues like Critical Race Theory, “election security” and paying down the National Debt to actually get anything done. They weren’t worried about the debt as long as they were the ones passing bills.<\/em><\/p>\n\n\n\n

The Moderates didn\u2019t just promise the Progressives.\u00a0\u00a0They also assured the President of the United States that they would support his bill \u2013 Build Back Better.\u00a0\u00a0So the commitments are made.\u00a0\u00a0But until the votes are actually cast, nothing is certain.\u00a0\u00a0<\/p>\n\n\n\n

We can expect that negotiations for Progressives will be harder without leverage.\u00a0\u00a0But in the end, as promised, Democrats delivered the first of two huge legislative efforts to rebuild America.\u00a0\u00a0And if you have to drive over one of those \u201cpoor\u201d bridge in Licking County or elsewhere in the nation every day, you\u2019ll should be glad to hear it.<\/p>\n","protected":false},"excerpt":{"rendered":"
