{"id":4375,"date":"2021-06-23T08:16:14","date_gmt":"2021-06-23T12:16:14","guid":{"rendered":"https:\/\/dahlman.online\/?p=4375"},"modified":"2021-06-23T08:16:20","modified_gmt":"2021-06-23T12:16:20","slug":"fish-or-cut-bait","status":"publish","type":"post","link":"https:\/\/dahlman.online\/index.php\/2021\/06\/23\/fish-or-cut-bait\/","title":{"rendered":"Fish or Cut Bait"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Fifty Plus One<\/h3>\n\n\n\n<p>We are a nation divided.\u00a0 The chasm of that divide is nowhere more apparent than in the United States Senate.\u00a0\u00a0There are many who say that the Senate is anachronistic, representing a \u201cfalse\u201d America.\u00a0\u00a0In a nation where the term \u201cone person, one vote\u201d is taught as unassailable doctrine, the Senate is an institution founded on the exact opposite.\u00a0\u00a0In the Senate, one in 700,000 has as much say as one in 52 million.\u00a0\u00a0<\/p>\n\n\n\n<p>But the Senate \u201crepresentation\u201d is more of a mirror image of America than even the House of Representatives.&nbsp;&nbsp;America is divided; by race, by economic class, by political party, and by allegiance to the false ideology of the 45th President.&nbsp;&nbsp;And so is the Senate.<\/p>\n\n\n\n<p>There are forty-eight Democrats in the Senate, two independents who organize with the Democrats, and fifty Republicans.&nbsp;&nbsp;Only by virtue of Constitutional tie-breaking by the Vice President does the Democratic Party control the assembly.&nbsp;&nbsp;On any \u201cparty-line\u201d issue, every single vote counts.&nbsp;&nbsp;If Democrats can gain a tie, they can win.<\/p>\n\n\n\n<p>But the arcane rules of the Senate allow a single member, with the support of forty others, to prevent passage of any legislation (<a href=\"https:\/\/dahlman.online\/index.php\/2021\/03\/18\/of-the-filibuster\/\">Filibuster<\/a>). So to get most things done, it requires not fifty plus one, but sixty votes.&nbsp;&nbsp;And that simply doesn\u2019t happen much.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Wedge in the Crack<\/h3>\n\n\n\n<p>A \u201cwedge\u201d issue is one which further divides the nation.\u00a0\u00a0And any issue involving voting rights drives right to the heart of our current crisis.\u00a0\u00a0The United States has \u201cpapered over\u201d the Insurrection of January 6th.\u00a0\u00a0Some Congressmen even pretended that the rioters were \u201c<a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/05\/18\/clyde-tourist-capitol-riot-photos\/\">tourists<\/a>\u201d wandering the halls of the Capitol improving their knowledge of US History.\u00a0\u00a0But underneath the thin veneer of \u201cmoving forward\u201d, the lies about a stolen election that drove the Insurrection are unresolved and un-refuted.<\/p>\n\n\n\n<p>The falseness of those lies really doesn\u2019t matter.&nbsp;&nbsp;A majority of Republican voters, and a LARGE majority of Republican primary voters, believe the 2020 election was stolen (<a href=\"https:\/\/www.nbcnews.com\/politics\/meet-the-press\/blog\/meet-press-blog-latest-news-analysis-data-driving-political-discussion-n988541\/ncrd1261306#blogHeader\">MTP<\/a>). Whether Republican Senators know better or not really doesn\u2019t matter.&nbsp;&nbsp;They want to get re-elected, and in order to win their primaries, they must agree with their voters.&nbsp;&nbsp;<\/p>\n\n\n\n<p>These lies are enabling state legislatures throughout the nation to institute restrictive and suppressive new voter laws, laws aimed at reducing the number of Democratic votes.&nbsp;&nbsp;And even more importantly, those laws allow those same state legislators to overturn the results of fair elections.<\/p>\n\n\n\n<p>On the Democratic side, suppression laws may well determine which side controls the House and the Senate.&nbsp;&nbsp;Both Republicans and Democrats learned the lesson of the Georgia Special Election of January 5th, the day before the Insurrection.&nbsp;&nbsp;If everyone can vote \u2013 Democrats have a much better chance of winning.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Play to the Base<\/h3>\n\n\n\n<p>So both sides in the US Senate are bound to \u201cplay to their base\u201d.&nbsp;&nbsp;The want to stand in \u201csupport\u201d of their voters.&nbsp;&nbsp;So there is little room to compromise, or to reach some \u201cbipartisan\u201d deal that might be possible on some less controversial issue like spending trillions of dollars on infrastructure.&nbsp;&nbsp;It is absolutely no surprise then, that the Senate split 50-50 on the \u201cFor the People\u201d voting rights act that would have prevented many of the state legislative restrictions.&nbsp;&nbsp;It failed \u2013 unable to gain the sixty votes needed to overcome the filibuster rule.<\/p>\n\n\n\n<p>Republicans can tell their voters that they held firm.&nbsp;&nbsp;Democrats can demonize Republicans as using \u201carcane\u201d rules to thwart the will of the people.&nbsp;&nbsp;Nothing moves forward.<\/p>\n\n\n\n<p>But we know there is a path forward, one in control of a few Democrats.&nbsp;&nbsp;Should they decide that the \u201carcane\u201d filibuster rule is done, they can, by a fifty plus one vote, be done with it.&nbsp;&nbsp;But those Democrats have also made a political calculation.&nbsp;&nbsp;They have determined that their voter base values \u201cbipartisanship\u201d more than action.&nbsp;&nbsp;They can hear the opposition ads now if they remove the filibuster rule: \u201c Joe Manchin is a puppet of Nancy Pelosi and the Socialist Democrat Left\u201d.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Play Out the Game<\/h3>\n\n\n\n<p>The \u201cFor the People Act\u201d is not over.&nbsp;&nbsp;Manchin will bring a \u201ccompromise\u201d bill to the floor of the Senate in the next couple of weeks, one that gives Republicans the national \u201cvoter ID\u201d they have wanted to decades.&nbsp;&nbsp;But the likelihood of getting ten Republicans to agree and overcome the filibuster rule is almost non-existent.<\/p>\n\n\n\n<p>So why go through the motions?&nbsp;&nbsp;There are a few of possibilities.&nbsp;&nbsp;First, perhaps Joe Manchin knows something the rest of us don\u2019t.&nbsp;&nbsp;Perhaps he has found a wedge in the Republican side, among the retiring members, that could gain him his ten votes.&nbsp;&nbsp;Maybe he can use the ultimate negotiating tool \u2013 the filibuster itself \u2013 to leverage their support.&nbsp;&nbsp;Vote for this bill, or I will have to vote to modify or even end the filibuster.
